If you run your own authority, the way you register with FMCSA just changed for good. Motus — Latin for “movement” — is FMCSA’s modernized registration platform, and in 2026 it replaces the old FMCSA Portal and the long-delayed Unified Registration System (URS). For owner-operators, this is the biggest registration change in decades.

What Motus actually is

Motus pulls everything you used to do across scattered legacy portals — USDOT number applications, biennial MCS-150 updates, operating authority, and hazmat registration — into one mobile-friendly dashboard with real-time data validation and integrated payments through Pay.gov.

Bottom line: for any carrier registering in 2026, Motus is the only path. The legacy portals are being phased out and new applications route through Motus exclusively.

FMCSA partnered with identity providers IDEMIA and CLEAR to require mandatory identity and business verification on new registrations. The goal is to shut down the fraudulent and fake-carrier registrations that have flooded the industry. Timeline & the 4-day service pause

The original compliance date was 2025, but FMCSA pushed it a year because the system wasn’t ready. The prep deadline landed on May 14, 2026, and registration changes were unavailable for roughly four days during data migration and testing before launch. If you tried to update records in that window and couldn’t, that pause is why.
