Electric drayage truck vouchers at Port Newark now have a number attached: up to $230,000 per Class 8 truck. The Port Authority of New York and New Jersey announced it on September 3, 2026, and for a small operator in the NJ/NY corridor that figure changes the conversation. But a voucher is not a gift, and this program still has unpublished fine print. Here is what is known, what is not, and the honest math.

Electric drayage truck vouchers at Port Newark: what the Port Authority announced

Two programs, which the Port Authority presents as a $45 million initiative, designed and run by CALSTART, starting "this fall":

ProgramAmountWhat it pays for
Clean Truck Incentive Programup to $39MPoint-of-sale vouchers: $230,000 per zero-emission Class 8 drayage truck; $150,000 per off-road terminal tractor; plus supporting charging infrastructure
Green Drayage Accelerator$5MUp to 5 electric charging hubs within 10 miles of the port's marine terminals

"Point of sale" is what matters most: the discount is applied through the manufacturer or dealer when you buy, not as a reimbursement you wait months for. Per Trucking Dive, manufacturers are being selected on a rolling basis as they sign up, so the practical path runs through the dealer.

The voucher doesn't do the math for you. It changes where the math starts.

Why this is happening now

The Port of New York and New Jersey is the busiest on the East Coast, and drayage, the short runs between terminal and warehouse, is where emissions concentrate over the communities along freight routes. The programs aim to make zero-emission equipment financially reachable for drayage operators. A voucher this size is what lets a small operator into the conversation at all.

The honest math: what the voucher covers and what it doesn't

A $230,000 voucher is not the price of the truck: the final price depends on the configuration your dealer quotes, and the remaining balance is still yours. We don't cite an equipment price because it varies widely by manufacturer and configuration: get the quote in writing and do the subtraction with your own numbers.

What belongs in the spreadsheet, not in the daydream:

  • The real equipment price, in the configuration that actually survives your operation, not the spec sheet.
  • Range against your daily cycle. NJ/NY drayage suits electric: short, repeated loops. Long days with long waits shift the math.
  • Where you charge. No depot charging means relying on public hubs, which is why the Green Drayage Accelerator matters as much as the voucher.
  • Charge time against gate time. An hour plugged in is an hour not spent in the terminal queue.
  • Maintenance and service. Fewer moving parts, yes, but also fewer nearby shops that will touch it.
  • Five-year resale. Treat it as risk, not as zero.
Before you sign anything: get in writing the exact voucher amount applied to your configuration, the delivery date, and what happens if the program runs out of funds between your order and your delivery.

How this fits your cost per mile

When the programs were announced, national diesel had closed the week of September 7 at $5.967 per gallon per EIA, a series record. At that level, the arithmetic of a truck that burns no diesel is no longer only an environmental argument; it becomes a margin argument. We are not saying the numbers close for everyone: we're saying redo the math at this week's diesel price, not July's.

To do it properly, use your own miles and your own consumption: calculate your cost per mile before you look at any voucher. If you're weighing the corridor generally, we've covered box truck freight rates in NY/NJ and why freight rates are high this year.

What we still don't know

As of October 31 we found no published opening date. Plenty of people will fill these gaps with invention, so here they are plainly:

  • Eligibility requirements (authority age, port trip counts, business domicile): announcements only refer to port operators.
  • Exact opening date. "This fall" is all that was announced.
  • Whether there is a per-fleet cap. It matters if you run three trucks, not one.
  • How it stacks with other incentives, if at all.

When CALSTART posts the rules, we'll update this article with the date of the change.

What to do this week

  1. Write down the program and who runs it: Clean Truck Incentive Program, Port Authority NY/NJ, administered by CALSTART.
  2. Build your baseline today: current cost per mile at this week's diesel price.
  3. Measure your real cycle: miles per day, wait hours, where the truck sleeps.
  4. Ask about the queue, not just the amount: at point of sale, late is out.
  5. Don't sell the diesel until you have a confirmed voucher in writing and a delivery date.

If you're still sorting out the basics in the corridor, start with where to legally park your truck in New Jersey without collecting a ticket.
